New Ofsted Framework Highlights Safeguarding Culture—But What Does That Really Mean?
That Really Mean?
The latest Ofsted framework has made one thing crystal clear: a strong safeguarding culture is no longer a bonus—it’s a baseline. But what does “strong safeguarding culture” actually look like in practice?
It’s tempting to think of safeguarding as a checklist—policies, procedures, training logs. But Ofsted’s renewed focus shifts the lens from compliance to culture. And that’s where the Strategic Safeguarding Quality Mark Framework comes in.
Culture Is the Foundation, Not the Finish Line
A strong safeguarding culture isn’t just about having the right documents in place. It’s about shared values, proactive behaviours, and positive relationships that make every child and adult feel protected, respected, and empowered. It’s about making safeguarding part of the everyday language of your school—woven into conversations, decisions, attendance, and leadership.
When safeguarding is truly embedded, staff feel confident to act on concerns, children know they’re listened to, and the whole community works together to prevent harm and promote wellbeing.
From Strong to Strongest: A Strategic Journey
The Strategic Safeguarding Quality Mark Framework defines three levels of safeguarding culture - in summary....
• Foundational (Bronze) – Leadership prioritises safeguarding and embeds it into daily life. Staff feel safe and supported, and children know who to approach for help.
• Enhanced (Silver) – The school community actively shapes safeguarding practices. Children and families contribute to the safeguarding ethos, and wellbeing is a strategic priority.
• Transformative (Gold) – Staff, families, and children co-create safeguarding initiatives. The school is externally recognised for its culture, and child voice is central. Everyone feels like they matter.
This isn’t just about meeting expectations—it’s about going "beyond what is expected and inspected"
So, What Now? If your school or trust is ready to move from strong to strongest, now is the time to act. The Strategic Safeguarding Quality Mark offers a structured, expert-reviewed framework to help you evaluate, develop, and celebrate your safeguarding culture.
