The Strategic Safeguarding Quality Mark Framework is the result of extensive research and practical experience in education and safeguarding leadership. It has been shaped by a wide range of expert contributors, including specialists across key safeguarding domains and senior leaders from primary, secondary, and special schools. This collaborative development ensures the Quality Mark reflects both strategic rigour and real-world relevance, supporting schools to lead safeguarding with confidence, clarity, and impact.
Every descriptor within our Framework has been shaped by a collective of experienced safeguarding professionals, national data leads, governance experts, learning consultants, relational experts and a range of educational and safeguarding leaders —ensuring it’s both practically grounded and strategically aligned.

STRATEGIC SAFEGUARDING CULTURE DESCRIPTOR
This framework has been designed with the expertise of a number of safeguarding experts for each of the safeguarding domains and also the whole framework. This has ensured it is rigorous, relevant and expert led.

We have crossed referenced the new Ofsted MET criteria to the Framework and the following document clearer demonstrates all Ofsted expectations are included and exceeded. Engagement with the Framework will support those conversations within an Ofsted inspection and also ensure that you have evidence of strategic safeguarding and especially Safeguarding Culture.
